    "content": "Mr. Speaker, Sir, yesterday and the day before, we had a very long discussion with my friend, Mr. Charles Njenga, concerning this matter. I had made an effort for him to excuse himself from acting in this matter. However, we agreed that for the purposes of that rule, and because I have an obligation to the Government that is led by His Excellency Uhuru Kenyatta, which has appointed me as the Deputy Chief Whip, I need to come to this House and do my duty. I, therefore, ask that, that rule should not apply now. I do not have any pecuniary interest in this matter."
