    "content": " On a point of Order, Mr. Speaker, Sir. This is the point that I have been trying to press. I said that the best procedure is to read the charges and proceed to voting. We cannot have a situation where somebody is moving the Motion without urging the Motion. If the Senate Majority Leader has conflict, he should have surrendered to somebody else to move the Motion. The Senate Majority Leader should be calling and urging the House. However, he cannot go contrary to the Motion because this is a House of decorum and integrity. Whereas I agree with everything that he is saying, it would be wrong to move the Motion and at the same time to be seen to be opposing it. It is not right."
