    "content": "The county assembly brought a series of allegations, which should have been rebutted. Now, I am amazed. In fact, one of the things that I have found very unfortunate – and I really wanted to be of assistance – is that however much you discount the evidence that has been brought by the county assembly, there was no rebuttal at all. You cannot invent that evidence; it cannot exist in your mind, because that would not be useful. There is a process under which the Standing Orders say that we should conduct the proceedings. When one side has presented evidence, the other side should now present evidence to rebut. What happened in rebuttal? There was just a single document, which was a notice of preliminary objection.
