    "content": "I am persuaded to believe that recognising the prevailing circumstances under which the governor was required to collect that information and bring it before us and having explained himself by virtue of the fact that he was barred from office, in my view, the County Assembly having failed to substantiate the matters, this matter will be decided on the basis as if it is not defended, though I am not convinced that there is substantive evidence that requires or that has met the threshold of him being kicked out of office. For that matter, when there is doubt, my view is that that benefit of doubt should be to the benefit of Gov. Waititu."
