    "content": "Mr. Speaker, Sir, from the outset, I want to say that this process has shown us that we need proper legal mechanism for impeachment. We need to put in place measures such that if a governor is impeached on the basis of incapacity, that procedure should be properly provided for. I think there are many lacunas in law to the extent that it is not a requirement, for example, that we should look at the threshold. I think that is where people are getting confused on whether to look at the threshold or the quorum of who voted to impeach Gov. Ferdinand Waititu."
