Members on this Question, the institutional memory here in Parliament is that this Question was initially sent to the Ministry of State for Planning, National Development and Vision 2030, but within the Government’s internal systems, the same Ministry sent it to the Ministry of Public Health and Sanitation, and that is in line with the rules. So, it is, indeed, in the docket of the Ministry of Public Health and Sanitation, who have failed to answer it. Standing Order No. 46, says: “It shall be disorderly conduct for a Member to fail to ask or for a Minister to fail to answer a question listed on the Order Paper without the leave of the Speaker”. Therefore, the Minister for Public Health and Sanitation is in breach of this Standing Order. Consequently, the Chair directs that this Minister is not going to transact any business on the Floor of the House until such time that the Minister is able to give adequate reason for having not been around – either the Minister or the Assistant Minister – to answer this Question.
