"content": "During the 10th Parliament, when I was the Chair of the Labour and Social Welfare Committee, I went to Kwale to follow up on the older persons cash transfer scheme. My heart was moved when I saw an 80-year old man thanking the Government for giving him Kshs2,000. Imagine a person at that age appreciating Kshs2,000, saying that, that was the only money he had for his meals. His state of health and condition of living were pathetic. Therefore, this is a very timely Bill that will take care of the wellbeing, safety and security of the elderly in our society."
