"content": "I have read the Bill, and I am happy that it has set out structures on how the home-based programme is going to run. I am happy that the Bill provides for periodic evaluation, and reports will be submitted to authorities on matters relating to the manner in which the homes will be run. The role of managers in the management of the homes and the services that are offered are also in line with the guidelines as provided for. The Bill also provides for appointment of inspectors to ensure that they are run in conformity with the set guidelines. It also provides for integration of existing homes for elderly people with the proposed programmes, where those homes will have a period of, at least, three months to re-register to comply with the guidelines. That is a very good thing."
