Members, this is the Bill, which as you know, seeks to give effect to provisions of Article 100 of the Constitution on the representation of women, youth, persons living with disabilities, minority groups and other marginalised groups. With the enactment of this Bill, I can confirm not just to the House but also to the whole world that, the House will have fully discharged all the obligations in the Fifth Schedule relating to the enactment of any laws that were meant to have been enacted by the House."
