"content": "Hon. Members, this is the Third Reading. It is good for all of us to appreciate. Where is the Chair of the Committee on Parliamentary Broadcasting and Library? Hon. Nyamoko? Please, move with the direction so that the country can begin to understand that the Second Reading of any Bill is the time and period dedicated for debate. Many of you participate in that. Unfortunately, even where you express reservations about certain clauses in a Bill, at the most crucial moment, which is the Committee of the whole House, when we expect you to come and present your contra-views, you conspicuously go missing. In fact, Hon. Otiende Amollo had just begun addressing that issue that they were, indeed, very few Hon. Members; which explains part of the reason why the Question was never put yesterday."
