    "content": " Hon. Speaker, while I thank the Hon. Jeremiah Kioni and support the Bill, there are one or two clauses of the Bill that were lost for constitutional reasons, and it has to be explained. That is a trend that we need to guard against. While the entire Bill by Hon. Jeremiah Kioni was brought under Article100, he sought to introduce some parts that dealt with political parties, which are supposed to fall under Articles 91 and 92. For that reason, a lot of those provisions, including some of the positive ones, had to fall. That is something we might want to look into as we move forward."
