    "content": " Very well. That is a very valid issue that Hon. (Ms.) Odhiambo-Mabona and the Members have raised. For Members to engage, they need to have the documents. The decision has been made that we go electronic. Maybe, the solution is not to go back where we came from, but to ensure that the system works. As the Leader of the Majority and Hon. (Ms.) Odhiambo-Mabona have said, if Members do not have the documents electronically, it becomes a challenge to engage. It is noted that those that have amendments have hard copies. We do not want to go back to the hard copies. We want the system to work. I am sure the Clerk has taken note of that so that we can make it easy for Members to contribute and engage."
