    "content": "This amendment seeks to define the building code, as the Chair has said. The Local Government Act upon which the national building code of 1968 was anchored, was repealed by the County Government Act. We want to make sure that there is harmonisation of building codes in both levels of government. The gist of it was to define the building code and ensure that building codes are not anchored in different pieces of law. The whole essence of these amendments is the ease of doing business. We want to make sure that an investor sitting in Singapore does not need to know how the building codes of a county government and the national Government are. The whole thing is to anchor it in law."
