    "content": "Second is mandatory inspection. If it is mandatory inspection, you cannot just do it. There must be public participation so that Kenyans can know the processes of doing mandatory inspection, the person doing and the level of the officer. That is going to be done in form of a regulation so that we can allow it for public participation. That is why I am introducing it so that it can be taken to the right position in law, which is Section 42 of the main Act."
