"content": "Mr. Deputy Speaker, Sir, while we appreciate the answer given by the Assistant Minister, I note with concern that the answer tries to portray that NEMA is the one that is responsible for the management of wetlands. If we read the EMCA, it is very clear. It says that NEMA is there to co-ordinate environmental issues and not to implement the issues. So, I would like to hear from the Assistant Minister whether this law has been amended and when it was amended. Further, I want the Assistant Minister to comment on the fact that Kenya Wildlife Service has been working on a wetlands policy for many years, and has been sponsored by the Government of Netherlands. Why is the KWS not mandated to manage wetlands in this country, which have drastically deteriorated leading to drying of most of our rivers?"
