    "content": "Mr. Deputy Speaker, Sir, the 1999 EMCA does not have adequate muscle to handle wetlands issues. However, I agree with the hon. Member that we do not have a very concrete law to address the problems of wetlands. However, my Ministry has formed a committee to come up with a very comprehensive paper, which will enable the Ministry to come to this House and enact a law on wetlands. In the meantime, my Ministry, NEMA and the KWS are handling all the issues pertaining to wetlands. I promise this House that the committee is at a very advanced stage to come up with a report and we will come to this House to enact a law."
