"content": " Thank you, Hon. Temporary Deputy Speaker for the opportunity to contribute in support of the Report. The Judiciary is one of the three arms of Government which also includes the Executive and Parliament. The independence of the Judiciary should be enhanced. It should not only be on paper. As envisaged by Article 160 of the Constitution, the Judiciary shall not be subject to the control and direction of any person or authority. When the funds of the Judiciary are under control by another arm of the Government, that is another issue. I support and associate myself with the sentiments or contribution by Hon. Shadrack Mose. It is high time that we amend the Constitution so that we can also have a provision of a certain percentage of the total revenue allocated to the Judiciary Fund. Just like we have a percentage going to the counties, we should also have Parliament deriving its funds directly from the Exchequer as a percentage. That way, Parliament and the Judiciary will not be under the mercy of the Executive. It is the only way those two arms of government will be able to act independently and efficiently."
