    "content": "In capacitating the Judiciary, we need to improve on the number of people working there. We understand the personnel have not changed for a while and we are in a growing economy. We also need to look at the capacity of the personnel and the extent to which we are sharpening the edge of judges and magistrates and those who handle the operations in the Judiciary to become better people in changing circumstances of the growing world."
