If we had kept the word “charge” together with the amendment in (b), we would have given the board powers it does not have under the Constitution or even under the Act of Parliament generally. We know the purpose of the Equalisation Fund is to develop areas which may have been left behind over the years in development. These people can only get money from the National Treasury through the Budget, but cannot raise their own money internally for the same purpose."
