    "content": " Thank you, Hon. Temporary Deputy Chairlady. I support the amendment because of some experience we have had with county governments when they are waiting for money from the Exchequer. They even take loans from commercial banks because they expect resources from the Treasury. Therefore, we are conversant with this behavior and we are certain that we will not allow the Equalisation Fund to utilise resources that they do not have by way of borrowing. So, this amendment is timely and I think it is going to ensure that the Fund does what it is supposed to do as opposed to going over their mandate. Thank you."
