    "content": "The Equalisation Fund is anchored in the Kenya Constitution. So, we are not adhering to the Constitution. We are trying to ensure that we retain the amendment, so that the chairman can come from a marginalised area, hoping that the Fund administrators will be serious and adhere to the Constitution. So, I oppose the proposed amendment."
