    "content": " Hon. Temporary Deputy Chairlady, I oppose this amendment on the same principle that we do not want this Board to be heavy-laden with government officials. We want independence. In the 11th Parliament, the only time we wanted to access this money - they wanted to pay pending bills and loans for Arid and Semi-Arid Lands (ASAL) areas - we had to fight so hard to stop that. That is what will happen, once this board is heavily-laden by Principal Secretaries. We do not want that. I strongly oppose."
