I beg to move: THAT, clause 23 of the Bill be amended in sub-clause (2) by deleting the word “Ward” and substituting therefor the word “Constituency” What we are doing here is to provide that the constituency shall be the administrative unit for identification of projects. We have done it elsewhere. We are making the constituency the administrative unit at the local level."
