Temporary Deputy Chairlady, I beg to move: THAT, Clause 31 of the Bill be amended by inserting the following new sub clauses immediately after sub clause (4)— “(5) The Board shall set aside a sum not exceeding five per centum of the total allocation for the Fund to cater for the administration expenses of the Board. (6) The Board shall ensure that a sum not exceeding five per centum of the total allocation for a project shall be utilised for the administration expenses of the project.” The objective of this amendment is to provide a limit to how much can be spent on administration, because we have realised that there is a big problem in this country. If you do not put a cap on administrative expenses, they become very high. So, we are proposing to put a cap of 5 per cent to be spent on administration."
