Temporary Deputy Chairlady, I beg to move: THAT, clause 35 of the Bill be amended in sub-clause (3) by deleting the words “line ministries” and substituting therefor the words “Local Committees” appearing immediately after the words “accounts of”. We want to ensure that there is efficient distribution of funds from the Central Bank to the local committees for project implementation. The Bill proposes that the requisitions be done by the line ministries, but we are proposing that, that request should be from the local committees and not the line ministries. The line ministries can fail to requisition the funding."
