Temporary Deputy Chairlady, I beg to move: THAT, Clause 39 of the Bill be amended— (a) in sub-clause (1) by deleting the words “Cabinet Secretary” appearing immediately after the word “The” and substituting therefor the word “Board”; (b) in sub-clause (2) by deleting the words “Cabinet Secretary” appearing immediately after the expression “sub-clause (1), the” and substituting therefor the word “Board”; (c) in sub-clause (3) (a) by deleting the words “Cabinet Secretary” appearing immediately after the words “is to enable the” and substituting therefor the word “Board”; (d) in sub-clause (3) (b) by deleting the words “Cabinet Secretary” appearing immediately after the words “authority of the” and substituting therefor the word “Board”. The only reason is that we want to give the Board the power to make their regulations. If we leave it to the Cabinet Secretary, from past experience, they will always take their sweet time. Therefore, it is just a question of empowering the Board to make the regulations. The Cabinet Secretary may gazette the regulations after they have been made by the Board."
