Why is it that the town plan of Kuala Lumpur was based on the plan of Kenya’s capital city, yet Nairobi is a mess? Why is it that Singapore based a number of their policies on Kenya’s policies, back in the 1960s, yet Kenya is stuck? Why is it that the Botswana Meat Commission (BMC) is thriving, yet it was based on the Kenya Meat Commission (KMC) which is stuck? Why is it that in certain South American countries such as Costa Rica, their coffee sector was based on the Kenyan coffee plan, yet the Kenyan coffee plan is failing? The question is: Do we have an issue with implementation or poor policy design?"
