    "content": "(b) The Ministry has qualified and competent District Gender and Social Development Officers in all district headquarters in Kenya. We educate the women in those remote areas about the Fund and how to access it. The Ministry is continually also building capacities of its staff and the loan committees to increase their efficiency and effectiveness. Recently, we advertised for volunteers in order to reach the areas where we were having problems with either repayment or women accessing these funds. However, the result of the interview was very disappointing. Out of 64 jobs that we advertised, we got only 26 applications. (c) The current legal framework and the structure of the Fund does not provide for mandatory involvement of the Members of Parliament. This is an issue that the Funds Advisory Board will address. However, as political leaders, we expect Members of Parliament to use every means or forum to mobilize women to come forward and borrow the money and utilize it wisely and repay it promptly. We have noted that where Members have been active, women have accessed these funds. Unfortunately, in some areas, Members of Parliament have also told women that this money belongs to the Government and, once they are given, they should not pay back. So, we are having issues in one or two constituencies where Members of Parliament actually told women not to repay the loans."
