    "content": "Mr. Deputy Speaker, Sir, a sacco has to be operational. There are conditions. You cannot form a sacco today and come for the money when you have not shown your ability to even lend. So, you have to have your own money. You cannot just form a sacco and expect to be given money from the Women Enterprise Fund the following day to disburse. You have to show that you are capable of disbursing the funds. Otherwise, you could just run away with it."
