Temporary Deputy Chairperson, this is another amendment by the Committee and I beg to move: THAT, Clause 5 of the Bill be amended⎯ (a) in paragraph (d) by deleting the words “persons with disabilities” and substituting therefore the words “special interest groups”; (b) by inserting the following new paragraph immediately after paragraph (d) ⎯ “(e) by inserting the following new paragraph immediately after paragraph (m)⎯(ma) the establishment of criteria for the identification of marginalised communities, ethnic and other minorities for all electoral purposes to provide a basis for segregation of data;” The purpose of this amendment is to ensure that the Independent Electoral and Boundaries Commission (IEBC) uses modes of communication that can be used by persons with disabilities and has the criteria for the classification of marginalised and ethnic communities. This is just to help in getting one to know the exact number of people and their distribution as well as make sure that they have modes that can help them to communicate and take part in the electoral process."
