The original provision was targeting persons with disabilities but when you talk about special interest groups in general and you are talking about communication, then we are presuming that the issue of communication affects everybody equally yet, persons with hearing and visual disabilities are the ones that require such kind of special attention. Can he clarify to us why he is moving away from persons with disability?"
