Kioni, is saying that this law will give the Independent Electoral and Boundaries Commission (IEBC) the powers to develop a criterion, say, through a regulation, on how to identify the marginalised and the minorities. But Hon. Sankok is talking about what happens on the voting day. He is talking of how to help people with disability on the voting day. No! This is about the criteria. Where Hon. Millie and Hon. Mbadi come from, they fall under the minority and the marginalised, but Hon. Kaluma cannot purport to be a minority."
