    "content": " Thank you, Hon. Temporary Deputy Chairman. I am constrained to oppose this amendment for a very simple reason. The principle under which Hon. Amos Kimunya proposed that we shoot down the other amendment would apply here. I am a Member of the Committee and I was persuaded that our clause was good until a very important point was made that you cannot amend another substantive Act through an Act that you are introducing. For that reason and however meritorious the point that Hon. Godfrey Osotsi is bringing, it ought to come through the parent Act, which is the Political Parties Act. For that reason, I oppose."
