    "content": "Thank you, Mr. Deputy Speaker, Sir. I would like the Assistant Minister to tell the House what criteria they use to classify areas as arid lands? I heard him say that Kajiado District is among the districts which are considered as ASAL areas while it borders my constituency of Limuru but he never mentioned it. We have civil servants who are getting hardship allowance. Could he tell this House the criteria that is considered in classifying certain districts as ASAL areas?"
