    "content": "As a Ministry we do not have all the capacities to undertake the projects which have been allocated for this region. The line Ministries are the ones which implement. If it is a water project, it is being undertaken by the Ministry of Water and Irrigation. If it is a livestock project, it is then done by the Ministry of Livestock. So it is the line Ministries which do the work. We only supervise and coordinate them."
