    "content": "Thank you, Mr. Deputy Speaker, Sir. This is a very good Bill. We are trying to be in line with the best international practices. In the United Kingdom (UK), for example, there is a law known as ‘Unexplained Wealth Orders,’ whereby the country tries to ensure that those who illicitly benefit from public resources never enjoy the fruits of that wealth. I, therefore, want to go on record as fully supporting this initiative because it is meant to save money that is supposed to be used for development. Devolution was a good idea and it was meant to change the lives of the people that we represent. Under Article 96, we are here to represent the interests of the people who reside in the counties and their governments. I have no doubt that if this Bill sees the light of the day; it will go a long way in discouraging people who have been privileged to serve in public service from stealing from the people who put them in those offices. I remember that when I was the Chair of the then EACC, we did attempt to pass such a law after the enactment of the new Constitution, 2010.
