    "content": "On the question of public participation, fortunately, the Budget remains as had been proposed before. Let me also clarify, as I had mentioned, that the public participation initiative by the Budget and Appropriations Committee is not a kitty for Members of the Budget and Appropriations Committee. As I indicated in 2017, we have a four-year framework to ensure that we conduct public participation initiatives in all the 47 counties. So far, we have done 24 counties and this year, with the budget that is available, we should cover another 12 counties if the Budget and the Estimates stage remains as such.
