    "content": "This is a good idea. The proposals are excellent and I am certain if we pass the Bill, we will encourage more people to transact with us. If we are going electronic, let us be careful. Recently, people were purporting to sell arms to this country caring files all over the place, stamps and signatures. We have to be sure that as we move to electronic systems, we are able to protect our people and the nation from fraudsters who take advantage of that ability to take us down."
