    "content": "Thank you, Mr. Speaker, Sir, for giving me this opportunity. This is also a very important Statement from Sen. (Dr.) Milgo. The issue of land use is very important in this country. There are many times we have had cases of public land being used wrongly. There are situations where private developers have encroached public land. There is need to ensure that even in the counties, there is a framework for ensuring that when it comes to development, there is a provision on how land needs to be used. For instance, there is need to have a plan of what qualifies to be a church, a school or even a recreation place. In some counties, you will find that all land has been used such that there are no recreational places at all. People become idle and in the process get into behaviour that is not warranted. There is need for county governments to ensure that in their development plans, they make provisions for schools, hospitals, recreational facilities and all that. This will avoid public land from being grabbed by people who are always hawk-eyed who look out for land that is not being used. This will also ensure that land is used for the purpose for which it is meant. You will find in some counties that even schools are found in busy or noisy places that are not conducive for learning. This is something that needs to stop, so that land is used in a manner in which it is supposed and according to the initial development plan. I support."
