    "content": "Mr. Deputy Speaker, Sir, it is clear that the Government is playing to the public gallery. I want to ask the Assistant Minister one very important question. I know the Ministry of Finance is the one that keeps the purse. Is it in order for any entity to incur debts before approval of votes in this House? Is it practicable? In accounting, is it the standard procedure that any entity that you are providing money for in the Budget should incur a debt before that particular vote is passed by this House?"
