    "content": "Indeed, the BPS has never adhered to this or any medium-term provisions for that matter, as required under the Medium-Term Expenditure Framework (MTEF). This presents a challenge to the credibility of the budget process over time. Hon. Speaker, the credibility of the budget process is not just on this non-adherence to the MTEF, but also on issues that relate to the public debt and issues that relate to the realities of our revenue estimates. It is high time that, as a House, we spoke to the National Treasury to be more realistic in what they bring to us."
