    "content": "So, as we discuss this document, it is important that Parliament demands that there is a clear policy in terms of areas where the National Treasury is guaranteeing other institutions. We will be coming up with a very clear credit rating score, so that we can know which parastatals and counties are credit-worthy. I think it is a general policy that from the coming financial year, counties will be allowed to borrow on their own, but guaranteed by the National Treasury. Before we get to that level, it would be very important to have all these institutions taken through a process, so that their credit rating score is determined."
