    "content": "Mr. Deputy Speaker, Sir, we are talking about two things. When you talk about the price of goods being high, it is a different thing from when you talk about the increases. Inflation is about the increases of prices and there are price indexes of essential commodities computed using Nairobi as the centre for selecting the primary goods used by the people. We look at it on a monthly basis to see whether the prices have gone up by more than five percent or not. This is how we calculate it. It is not whether the prices are high or not, but whether they are increasing at a high rate."
