    "content": "Secondly, there is a criterion that is used to appoint people whereby if you are not connected to an appointing authority, you cannot qualify to get that job. So, I am proposing that people who are working in the public service should comply with Chapter Six of the Constitution and be fair when officers are being recruited. That is because some of them are very biased when they are recruiting officers."
