    "content": "Hon. Temporary Deputy Speaker, that is the kind of marginalisation we are talking about. Devolution was meant to address the issue we are talking about today, which is equity and equality in public service. The governors who were elected, instead of ensuring that there is equity, they are now marginalising people further. Inequality is being devolved to the 47 counties. That is very sad. Why am I saying this? Employment in our counties is given to their political cronies and their clan members. When you see an advert in the newspapers for a position, you already know that so-and-so will get it regardless of their educational qualifications and experience. That is why some people in the BBI process have said we are better off doing away with devolution. Therefore, I support the Bill. We must see the face of everybody in Government at both the national and county levels."
