Temporary Deputy Speaker, when we think of countries such as Singapore and Malaysia, on a number of occasions we have sought to look at the way Kenya at some point in the past seems to have been on the same level with them and we discovered they have now made a lot of progress. I submit that one of the key issues is because in those countries the public service is very critical because it becomes the fundamental cornerstone upon which we could look at the key values. One, transparency in what it is that we seek to do as we serve the community, the country and the interest of the different stakeholders in our country."
