    "content": "This is a very important Petition. The Committee should find it necessary to invite the institutions and question the curriculum they are using to train the experts that we have. The truth, like Sen. Wetangula said, is that diploma graduates are doing much more that the graduates. The graduates have narrowed themselves to areas of specialization. These are the most useful cadre of staff we have in the field currently. Therefore, it is important that we equip them properly, distribute them properly, and start considering serious beef production."
