    "content": "loans disbursed to groups, should be reviewed by the boards to at least 25 per cent. So, if you recover at least 25 per cent, you can disburse to the groups. Very many constituencies have Kshs7 billion and Kshs8 billion in their Uwezo Fund accounts, but cannot disburse the money to groups because they have not attained the 50 per cent threshold. Our recommendation is that, that should be reviewed to, at least, 25 per cent, which is not punitive. The Uwezo Fund has two patrons in every constituency. The County Members of Parliament - who are not in this House as I speak - are co-patrons with the respective Members of Parliament. Therefore, the performance of the loans should be the best because it has the input of two Members of Parliament who have different interests. The reason it is not working is another story."
