    "content": "Hon. Speaker, another issue we recommended to be reviewed is the facilitation of the constituency Uwezo Fund management committees. The committees that were gazetted in the constituencies because they fulfilled the requirements have no capacity to move because they are not facilitated. We recommended that the board should consider giving 5 per cent of the Fund in the constituency to the groups and the Cabinet Secretary should issue guidelines on how to allocate the allowances to the members."
