    "content": "We tried to enforce payment with the Deputy County Commissioner (DCC) and he gave a circular to all groups to pay. Some decided to pay while others decided to go under the carpet and we were unable to collect the monies. Time and again, we have encouraged them and some have paid. As we speak now, we have over Kshss11 million in the account. The problem is that it cannot be given out because of a set payment target.
